Ion Coșuleanu

A Researcher at Information Society Development Institute, graduated from Technical University of Moldova (Chisinau Polytechnical Institute)

Mr. Coșuleanu is a high-level professional with over 35 years’ experience in ICT strategy, policy, regulatory area, working with international organisations such as ITU, EU, CEPT, RCC, World Bank, UNDP, etc. in different official positions (Director for Regulations at the Ministry of Communications, Deputy Director of the Telecom Regulatory Agency ANRTI (now ANRCETI), Deputy Prime-Minister Adviser on ICT, UNDP e-Governance Project Manager, etc).  Based on the international best practices, he contributed to the creation of favourable legal and regulatory framework in the Republic of Moldova for the ICT sector.

He was actively involved in the development of important government strategic, policy and regulatory documents in ICT area and on implementation of Internet, mobile telephony services and of e-services in the country. Mr. Coșuleanu was a team member for Restructuring Telecom sector in Moldova and establishment of the National Agency for Regulation in Telecommunications and Informatics (1999-2000), was among the authors of the Telecommunications Law, Postal Law and Informatics Law of the Republic of Moldova, coordinated development of the National Strategies: "e-Moldova"-2005, "Digital Moldova 2020", participated to the development of  the draft “Moldova Digital Transformation Strategy 2030”, e-Governance Concept-2006, e-Tax Declaration Project in Moldova, e-Statistics Concept, e-Signature Law and other important documents. 

Mr. Coșuleanu is frequently invited to offer  consulting services as senior international expert in e-strategies, telecom and ICT sector restructuring as well as in digital transformation projects (Georgia, Iraq, Moldova, Kazakhstan, Turkmenistan, Romania, etc.).
